Enhancing Energy Access in Developing Countries: A Multi-Tier Framework Approach

Traditional measures of energy access, such as whether a household has an electricity connection, fail to account for the supply quality, including capacity, reliability, voltage, and affordability, especially in developing countries. To address this, the World Bank created the multi-tier framework (MTF) for energy access, which measures energy access across various technologies and fuels by evaluating key attributes that impact the user experience. This webinar will introduce the MTF’s unique features and present empirical evidence of its application in India and other developing countries. It will also discuss potential actions for better-assessing market participants, such as policy setting and resource allocation for capital investment.

About the Presenter:
Prof. Namrata Chindarkar is an Associate Professor and Chairperson at the JSW School of Public Policy, Indian Institute of Management Ahmedabad, and a Fellow at the Initiative for Sustainable Energy Policy at Johns Hopkins School of Advanced International Studies. Her research focuses on sustainable development and social policy, utilizing quantitative analysis and policy impact evaluation. Her work has been published in top journals such as Bulletin of the World Health Organization, Energy Economics, and World Development.
