Brooke Bey Smallwood (Moderator) will guide the conversation.
Rachael Nealer, Director at Atlas Public Policy. Rachael leads data-driven policy work on transportation electrification, climate, and infrastructure. She previously served as Acting Executive Director of the federal Joint Office of Energy and Transportation, where her team earned a 2023 DOE Secretarial Award. Ph.D., Carnegie Mellon.
Jana Adams, Executive Director of Touchstone Energy. Jana drives programming that helps electric cooperatives strengthen relationships with their member-owners. She brings decades of nonprofit leadership across wind energy, public power, and the U.S. Chamber of Commerce. MPA, George Mason.
Elizabeth Dutrow, Energy Consultant at ICF. Elizabeth led the EPA’s ENERGY STAR program for industry through June 2025, engaging more than 800 corporations in energy management before beginning her next chapter as a consultant. Certified Energy Manager with a degree in chemistry.
