DESCRIPTION:See CWEEL in action this June at AEE East!  \nTrack D: Empowering Energy Innovations\nSession D2: High Performance Buildings\nJune 26\, 2025\n10:00 am – 10:30 am \nThe Evolution of a Whole Building Offering \nSince 2004\, the Energy Trust of Oregon New Buildings Program (Program) has supported an award-winning holistic approach to net zero building design through energy modeling\, using the current energy code as a baseline. Over that time\, Oregon’s code has changed seven times\, necessitating innovative responses within the Program and strategies to push beyond code requirements. In response\, Energy Trust has helped 825\,000 businesses\, customers and communities reap the benefits of clean energy\, which has saved them $7.2 billion on utility bills\, and generated 1\,120 average megawatts of electricity and saved 100 million annual therms of natural gas. Those investments add up to 42.9 million metric tons of carbon dioxide avoided\, which keeps our air cleaner and supports the state’s climate goals.\nThis session will explore how the Program has continued to adapt the Whole Building incentive offering to respond to these new code requirements and has created new tools to assist with its implementation. By examining a series of case studies\, best practices\, and technical tools\, this session will demonstrate strategies that attendees can replicate in their own buildings and program development. \nAbout Elin Shepard\nAs an outreach manager for Energy Trust’s New Buildings program\, Elin Shepard works with government and education projects through utility programs to maximize energy efficiency and incentives in new construction and major renovations. Previously working for the Oregon Department of Administrative Services for 15 years\, Elin led the charge to infuse a culture of sustainability in state government operations through legislation\, statewide policy and inter-governmental coordination. She received a B.A. from Oregon State University and is a Certified Energy Manager® and LEED AP BD+C certified. A former president and board member of Oregon APEM\, Elin is the current vice president and CWEEL liaison of the AEE Columbia River Chapter\, and the president of the Sustainable Living Center at Pringle Creek Community in Salem.

DESCRIPTION:See CWEEL in action this June at AEE East!  \nTrack A: Implementing Energy Efficiency\nSession A1: The State of Energy Policy & Funding in the U.S.\nJune 25\, 2025\n2:00 pm – 2:30 pm \nPartnership in Action: Rhode Island’s State + Utility Energy Efficiency Story \nIn 2016 the State of Rhode Island Office of Energy Resources (OER) and Rhode Island Energy (distribution utility) began a Strategic Energy Management Partnership (SEMP). The goal is to deliver comprehensive energy efficiency to the public sector. State\, public school\, and municipal buildings benefit from the combined technical\, financial\, procurement\, and project management support. By supporting the full energy projects lifecycle\, the SEMP bridges resource gaps\, builds lasting partnerships\, and educates key public sector actors through clean energy implementation. The partnership leverages resources from additional entities such as the RI Infrastructure Bank\, School Building Authority\, and US Department of Energy to enhance utility incentives and State funding. \nThrough an iterative\, trial and error process\, we have tailored processes to enable the entire energy efficiency lifecycle. This includes energy assessments\, engineering support to develop/design projects\, procurement support to enable execution\, and funding to cover implementation costs. One example of this collaboration in action is a public schools initiative focused on LED lighting and high efficiency HVAC in RI’s environmental justice communities. \nLessons learned and case studies from the ongoing 8+ year collaboration demonstrate the value to all parties involved and the contribution to Rhode Island’s Clean Energy and Climate Goals. \nAbout Andrea Moshier\nAndrea Moshier has over 25 years’ experience in energy management and efficiency\, focused on large commercial\, industrial\, and healthcare end users. Currently\, Andrea is a Principal Engineer at Rhode Island Energy (a PPL company) leading Strategic Partnerships & Community Solutions. In this role\, she establishes and implements partnerships created to enhance delivery of energy efficiency programs to large customers and communities. Andrea manages customer relationships and energy program delivery with hospitals\, universities\, municipalities\, state agencies and large manufacturers.\nAndrea received a Bachelor of Arts (Environmental Studies) from Middlebury College and a Master of Science (Engineering Management) from the George Washington University School of Engineering and Applied Science. DESCRIPTION:Traditional measures of energy access\, such as whether a household has an electricity connection\, fail to account for the supply quality\, including capacity\, reliability\, voltage\, and affordability\, especially in developing countries. To address this\, the World Bank created the multi-tier framework (MTF) for energy access\, which measures energy access across various technologies and fuels by evaluating key attributes that impact the user experience. This webinar will introduce the MTF’s unique features and present empirical evidence of its application in India and other developing countries. Previously\, she worked at John Wiley & Sons Publishers and Morgan Kaufmann/Elsevier\, acquiring and developing books in various technology fields\, including artificial intelligence. \nSteven Parker is an energy engineer and researcher who serves as editor-in-chief for the Association of Energy Engineers’ International Journal of Energy Management (IJEM). As the Manager of Demand Response & Managed Charging\, Amy will share a program overview\, learnings from the 2024 summer season\, and highlight some success stories of the bring-your-own-device demand response approach.\nAmy will be joined by Anna Bella Korbatov of Fermata Energy to speak to a recent vehicle to grid (V2G) pilot program for multi-family affordable housing residents in Boston’s Dorchester neighborhood which participates in utility demand response programs.  \nRegister now! \nAbout the Speakers\nAmy has spent over 10 years in the Energy Efficiency department at Eversource in various roles including as a Senior Research Analyst\, Supervisor of Customer Engagement Strategy and now as Manager of Demand Response and Managed Electric Vehicle Charging. Prior to joining Eversource\, she worked in environmental and geotechnical engineering positions. She has her BS in Civil Engineering from the University of Notre Dame and her MBA from the University of Michigan.  \nAnna Bella has been with Fermata Energy for over 7 years and now serves as the Director of Regulatory Affairs. She has led the site prep\, development\, and deployment of nearly all Fermata Energy projects\, as well as negotiated resource interconnection with over 25 utilities across North America. In her current role\, she manages Fermata Energy’s policy and regulatory affairs strategy in California\, and leads the company’s collaboration with state agencies\, utilities\, and local jurisdictions on the design of Vehicle Grid Integration (VGI) rates and programs\, make ready funding\, interconnection policies\, and grant-funded opportunities. She holds a Bachelor’s Degree in Political Science from UC Berkeley and a Master’s Degree in International Relations & Economics from the Johns Hopkins School of Advanced International Studies (SAIS).

She currently provides senior management and leadership on climate finance and investment for the U.S. Department of Energy’s (DOE) Net Zero World Initiative and serves as Principal Investigator (PI) for the U.S. DOE Building Efficiency Targeting Tool for Energy Retrofits (BETTER) software toolkit.  \nTravis Walter\, PhD is a Technology Researcher at Lawrence Berkeley National Laboratory in the Building Technology and Urban Systems Division. His research focuses on energy efficiency in buildings\, emphasizing statistical data analysis. He is also the technical lead on the Building Performance Database\, analyzing the energy savings potential of new technologies and systems using experimental data.  \nSydney Applegate is an ORISE Science Technology and Policy Fellow in the Department of Energy’s Building Technologies Office (BTO). Sydney leads the Efficient and Healthy Schools Program and the Building Energy Data and Tools Portfolio.

Kiersten is based in Virginia and works in the Sustainable Operations team at JLL where she develops sustainability solutions for Enterprise accounts. Prior to that\, Kiersten worked with the CMTA where she conducted analysis to understand the effects of building design decisions on KPIs such as energy use intensity and carbon footprint. Her work contributed to the construction of 5 net zero energy buildings in New England\, including the first net zero school in the state of Connecticut. She has completed multiple sustainability and decarbonization master plans for universities and towns totaling more than 2.5 million square feet. \nKiersten holds a BS in Systems Engineering and Sustainability as well as an MS in Engineering Management\, both from George Washington University. Additionally\, she has an MBA from the Quantic School of Business. She holds a C.E.M. accreditation\, Living Futures Accreditation\, is a LEED Green Associate\, and is an ActiveScore AP.

SUMMARY:Male Allies in the Energy Sector
DESCRIPTION:The energy sector has traditionally been male-dominated.  In both developed and developing countries\, women are still outnumbered in technical\, and supervisory positions in utilities and other energy sector agencies. Women attempting to enter the energy sector continue to face barriers such as gender stereotypes and bias\, and a lack of training\, mentorship and networking. A lack of diversity can have harmful impacts. When only one group dominates planning and decision-making\, there is less innovation\, productivity\, and sustainability. There are\, however\, men in the energy sector who see equity and inclusion as not just a nice-to-have but a ‘must have\,’ and who champion improvements to workplace policies\, practices\, and culture to elevate women and eliminate negative gender stereotypes and behaviors.  \nThe objective of this panel discussion is to highlight male champions for gender equality through their work in the energy sector across multiple countries worldwide. Panelists will share their personal experiences\, how they have tried to promote gender equality in their organizations and projects\, how this has led to better business outcomes\, any challenges they have encountered\, and their general advice.  In late 2022\, CWEEL held a virtual discussion highlighting 4 male allies in the energy sector.
